Key Biscayne Condos
The southern third of Key Biscayne, which included Cape Florida, was owned by James Deering and, after his death, by his brother Charles, for 35 years. In 1948 José Manuel Áleman, a Cuban politician in exile, bought the Cape Florida property from the Deering estate. After Áleman died in 1951, his widow, Elena Santeiro Garcia, added to her Cape Florida property by buying an ocean-to-bay strip that had been part of the Matheson property. This strip included a canal that had been dug by William Matheson in the 1920s, and which extended from the bay across most of the island. The land north of this canal was developed as part of what is now the Village of Key Biscayne. Garcia sold the Cape Florida property in 1966 to the state of Florida. This land became Bill Baggs Cape Florida State Park, which opened January 1, 1967.
President Richard Nixon purchased the first of his three waterfront homes, forming a compound known as the Florida White House, in 1969 to be close to his close friend and confidant, Bebe Rebozo and industrialist Robert Abplanalp (inventor of the modern spray can valve). Bebe Rebozo, owner of the Key Biscayne Bank, was indicted for laundering a $100,000 donation from Howard Hughes to the Nixon election campaign. President Kennedy and Nixon met for the first time after the 1960 Election loss by Nixon in an oceanfront villa at the old Key Biscayne Hotel. Plans for the Watergate break-in at Democratic headquarters were discussed at the Key Biscayne Nixon compound and, as the Watergate scandal unfolded, Nixon spent more time in seclusion there. Nixon visited Key Biscayne more than 50 times between 1969 and 1973. The U.S. Department of Defense spent $400,000 constructing a helicopter landing pad in Biscayne Bay adjacent to the Nixon compound and when Nixon sold his property, including the helicopter pad, there were public accusations that he enriched himself at taxpayer expense.
The area was incorporated as a new municipality in 1991 – the first new city in Miami-Dade County in over fifty years. Rafael Conte was elected the first mayor along with members of the founding Village Council including Clifford Brody, Mortimer Fried, Michael Hill, Luis Lauredo, Joe Rasco, and Raymond Sullivan. The municipality’s first manager was C. Samuel Kissinger and the first clerk was Guido Inguanzo. The incorporation of the Village provided local control over taxes and future development.
In 1992, Hurricane Andrew flooded some homes and businesses on Key Biscayne but the eye wall passed over uninhabited Bill Baggs Cape Florida State Park which received the brunt of the storm. The storm damage was a blessing for the park because it destroyed all the non-native vegetation that the state had been trying to eradicate. Federal and State funding allowed the replanting with native vegetation making the park a showplace natural area. In recent years the construction of several large resort hotels, condominium complexes and shopping centers on the island as the once bucolic island life continued to accelerate at a frenetic pace. The Village has its own fire, police and a newly expanded public elementary and middle school. The tax rate remains the lowest of any municipality in Miami-Dade County. The Village has just completed a new civic center including fire, police and administration buildings and a well appointed recreation and community center with indoor multi use courts, outdoor swimming pool and a renowned musical theater program. Key Biscayne increasingly caters to an elite population of business moguls, high-income professionals, and a significant influx of Latin American tourists and part-time residents fleeing political and economic instability in their home countries.

$8,000 Worth of Great News for First-Time Homebuyers
If you are contemplating an FHA loan on your first home, there’s never been a better time to buy thanks to the $8,000 tax credit offered to those who qualify.
The 2009 tax credit does not have to be paid back to the government. This tax credit is not permanent—it is only good until December 1, 2009.
First-time home buyers aren’t instantly eligible for the tax break. There are a set of requirements you must meet in order to get the $8,000 tax credit on your first time homebuyer mortgage. FHA loans require you to live in the property you buy, so if you are approved for an FHA loan you meet the “primary residence” requirement for the tax credit.
But this tax break is not just for those who have never purchased a home before. If you have not owned a home in the three years prior to the purchase of your new primary residence, you also qualify if you buy your home between January 1st, 2009 and December 1st, 2009.
The 2009 Federal Tax credit requires borrowers to make no more than $75,000 per year for single borrowers and $150,000 for married couples filing a joint tax return.
This credit does NOT have to be repaid, making the tax credit a fantastic opportunity that anyone considering becoming a first-time homebuyer cannot afford to miss.
The tax credit is refundable meaning that if you pay less than $8,000 in federal income taxes, then the government will send you a check for the difference

Rising from city bureaucrat to billionaire builder, Jorge Pérez became the great American success story, Miami style. The Cuban immigrant made the South Florida skyline his canvas, erecting high-rises from Miami to West Palm Beach.
But not one of them can compare to his latest creation, the ICON Brickell, a sumptuous $1 billion glass-and-concrete city within a city that includes three soaring towers, a pool the size of a football field, 1,640 condos, a boutique hotel and five restaurants.
It is Florida’s most spectacular condo, Pérez’s masterpiece, his legacy.
And, now, it may be his undoing.
Pérez is scrambling to survive one of the most turbulent moments in Florida real estate history. His company — The Related Group — has lost more than $1 billion in the last year and confronts nearly $2 billion in debt. The ICON, responsible for much of that debt, sits largely empty as those who made 20 percent preconstruction deposits either flee or find themselves unable to get a mortgage.
Last month, Pérez met with dozens of bankers at the Hilton hotel in downtown Miami, asking for more time to pay off the debt, mostly due this year. As he waits for the bankers to decide, Pérez’s landmark project hangs in the balance.
The ”total meltdown that we are seeing today,” Pérez said, is far worse than he ever imagined.
“In order for us to succeed, we need help from our lenders.”
It’s a new and scary time for Miami’s Condo King. But betting big — and sometimes losing big — has always been part of the craps game that is South Florida real estate.
In 1920s South Florida, George Merrick created Coral Gables, only to be derailed by the Florida real estate bust, the hurricane of 1926 and the onset of the Great Depression.
Miami Beach land baron Carl Fisher peddled a vision of tropical paradise to Northerners, becoming fabulously rich. Eventually, he, too, would go bust.
The real estate meltdown is Pérez’s hurricane, but he says he’ll never end up broke.
For three years, he has been included on the Forbes List of 400 Richest Americans. And yet, last month, when Forbes called about including him in its upcoming list, Pérez told them: “Forget about it.”
BUILDING HIS FORTUNE
Pérez was an economic development director with the city of Miami before he decided to become a developer. In 1979, he founded The Related Group with New York builder Stephen M. Ross, who recently bought the Miami Dolphins. Pérez first became rich by building low-income apartments across the state, then branched off into rental apartments before becoming the most prolific high-rise luxury condo builder in the country.
Lenders foreclose on Related Group property
The Related Group is turning over control of the 420-unit West Palm Beach condo tower to an investor group in a ”friendly foreclosure” facilitated by its lenders, the Miami-based company said Wednesday.
The new owners, a consortium led by Toronto-based Scotia Capital, will acquire title to all of the unsold units in the nearly empty CityPlace South Tower in downtown West Palm Beach. The price wasn’t disclosed.
CityPlace South Tower developers had contracted to sell 367 units but only managed to close on 39, according to a statement. However, the souring real estate market — especially among condos — caused ”a number” of those buyers to default on their contracts, the statement said.

Miami condo corridor’s woes create boon for renters
It’s not hard to get Regan Marock to gush about his rental unit in a twin-tower luxury building in the heart of Miami’s high-rise corridor. The two-bedroom condo has stainless steel appliances, a jetted tub and dazzling views of the city — not to mention the two pools, gym, spas, movie theater and game room in the building.
Renting straight from the developer, The Related Group, Marock pays $1,450 for the plush, spanking new digs at 500 Brickell. Monthy mortgage payments for the roughly $350,000 unit, bought with 20 percent down, at today’s interest rate would run about $1,482 — not including taxes, insurance and association fees, which could add a thousand dollars or more to the bill.
”It’s the most incredible thing,” said Marock, 24, a sales director at a Coral Gables property management company.
